The Electricity Act 2023 did something no previous reform managed: it genuinely devolved electricity regulation to the states. For the first time, each of Nigeria’s 36 states can generate, distribute, regulate, and price electricity independently. Eighteen have already passed their own electricity laws. Three are running fully independent markets.
This is not a future event. It is happening right now — and the organisations that position themselves in the first wave of these state markets will define who controls Nigerian energy for the next generation.
